A regional state of emergency has been declared in Dagestan, Russian Emergency Situations Minister Alexander Kurenkov announced.
In Dagestan, volunteers are struggling to coordinate aid for flood victims due to mobile phone service issues. Communication problems in the southern part of the region have been reported for two days now, while active coordination of rescue efforts is being conducted on Telegram, which is blocked in Russia.
